Project description

Works will be delivered across stages and delivery schedules, and may include:

• Further upgrades to the intersection at the Freeway, duplication of the southern exit and footpath connections.
• Duplication of Cardinia Road between Centenary Boulevard and the freeway roundabout and from Centenary Blvd to the Kaduna Business Park entrance.
• Future footpath installation linking into the freeway bridge and then into Officer. [No delivery timeframe set]
• Creation of a roundabout at Cardinia Road and Centenary Boulevard which also includes creation of the fourth leg of the intersection to the east to facilitate development further east.
• Creation of a roundabout at Cardinia Road and the entrance to Kaduna Business Park
• Creation of a signalised T-intersection at Cardinia Road and future Thompsons Road

These upgrades will improve connectivity and safety along Cardinia Road, both for residents and those travelling through.

*Please note that the current works being completed along Cardinia Rd are NOT being delivered by Council – these projects are being delivered by third-party developers.

Cardinia Road Employment Precinct Structure Plan

Cardinia Road Employment PSP was endorsed in 2010 and included significant upgrades along Cardinia Road.

Some upgrades have been completed in recent years, allowing access into Kaduna Park residential estate and upgrades to the freeway roundabout.  Over the next few years other stages of the upgrades will commence.

The current upgrades being delivered on Cardinia Road are in line and support the PSP, and for more information on what’s planned around Cardinia Road, visit The Victorian Planning Authority’s website.

Funding

This is an external project and is jointly funded by PSP Contributions though the Cardinia Road Employment Precinct PSP and the developers of the surrounding estates.

Progress update

Construction is well underway on the road upgrade works south of the Kaduna Homestead, including road widening and intersection works.

The bulk of the intersection works were expected to be completed by the end of 2024, and further duplication works are planned in 2025 as development continues*.

Wedgetail Avenue is now open to traffic, however the Cardinia Rd and Wedgetail Ave roundabout is still under traffic management while works are being completed.

*Current construction plans are indicative only, and subject to change based on weather/equipment availability.

Disruptions

• Traffic management and lane closures are in place. Portable traffic lights are being used to direct traffic through the operational lane.
• On average, delays of 10 minutes are expected.
• Please obey all signs and instructions from traffic management staff, to keep all drivers, pedestrians, and contractors safe.

Cardinia Road, Centenary Boulevard and Axis Boulevard roundabout

From 6 January 2025, upgrade works will begin on the intersection of Axis Boulevard and Cardinia Road.

This upgrade will include:

• A new roundabout at the intersection of Cardinia Road, Centenary Boulevard and Axis Boulevard.
• New drainage lines being installed.

What to expect during the upgrade works:

• Crews will be installing barriers on Centenary Boulevard and Cardinia Road. These barriers will remain in place until mid-2025.
• A reduced 40km/h speed limit to keep road users and crews safe.
• Access to and from Centenary Boulevard from Cardinia Road will be maintained during works.
• There may be short duration disruptions late in the construction phase to allow connections to the existing road, but access will be maintained.

Traffic in the area

Council has been made aware of ongoing traffic build-up issues surrounding the inbound Princes Freeway ramp and connecting roundabout, particularly during peak periods.

Traffic build-up in the area is being triggered by the ongoing closures at McGregor Road, Pakenham and detours through Cardinia Rd as part of the Pakenham Roads .

Traffic build-up is expected to continue over the next few months while works continue on McGregor Rd. It is expected that traffic will improve in the area, when the road fully reopens to traffic in the coming months.

As this intersection is managed by the Department of Transport and Planning, Council is monitoring the traffic and working closely with the road authority to ensure the issue is being addressed.

Future footpath

As per the Cardinia Road Employment PSP, a footpath will be constructed from Kaduna Park estate across the freeway bridge and into the west side of Cardinia Road.

Council has already constructed the required connection down to and over the freeway overpass in preparation for the connection, however the additional section of footpath has yet to be constructed.

The additional footpath connection from the Kaduna Park estate is earmarked to be delivered by developers in the future, as per planning permit requirements.

Unfortunately, Council is not able to control the timing of when the developers may commence these works, and Council is continuing to advocate and encourage the developers to fast track this path connection.
