Project description
Council is upgrading the existing pedestrian crossing on Kilvington Drive, Emerald (located near Emerald Bakery) to a flashing zebra crossing.
Works include:
- Construction of new raised asphalt pedestrian crossing.
- Installation of flashing amber pedestrian lights
- Kerb and channel
- Line marking
- Additional safety signage
- Tactile crossing installation
- Lighting
- Landscaping work including garden bed preparation and planting shrubs
To improve the safety of pedestrians and drivers accessing nearby businesses in Emerald, the existing crossing will be formally upgraded to a raised flashing zebra crossing.
Funding
This project is funded through Council’s capital works program and footpath network expansion program.
Progress update
Construction is scheduled to start from Monday 3 June 2024.
Council has appointed Camlex Electrical Pty. Ltd as the contractor to complete these works on its behalf.
Construction is expected to be completed in August 2024, conditions permitting.
It is anticipated that the lights will be turned on by October 2024, and at this point, all traffic management will be removed, and the crossing reopened to pedestrians.
Updates
- The tree located outside the Bakery has had to be unexpectedly removed as part of the crossing construction, due to tree roots impacting footpaths and the tree no longer being viable. Council is working to replace the tree with a similar, mature tree as part of the landscaping works.
Disruptions
- Traffic management including reduced speed limits and traffic and footpath detours will be in place until construction is complete, and the lights are turned on.

- The crossing will remain closed to pedestrian access, until the flashing crossing lights are turned on by Ausnet (approx October 2024).
- Once major construction is completed, the Bakery seating and sections of the road will be reopened to traffic.
Access
- The seating located outside the front of Emerald Bakery will be temporarily closed while construction takes place.
- The post boxes and post office will remain open and accessible.
Detours
During construction, please access the pram crossings located at the roundabouts to safely cross the road.
