Project description
The Pakenham Roads Upgrade is an Australian Government initiative being delivered by Major Road Projects Victoria.
The Pakenham Roads Upgrade project will provide significant improvements to traffic flow in and around Pakenham, by
• reducing bottlenecks
• creating safer outcomes for all road users
• providing additional walking and cycling options by improving safety with designated shared user paths and new signalised intersections
• improving connections to and from the Princes Freeway, along with access to the Pakenham town centre and the expanding Pakenham employment corridor
These major upgrades include extra lanes, removal of roundabouts and replacing them with new signalised intersections, better bus connections, walking and cycling paths and widening freeway ramps.
The Pakenham Roads Upgrade project is being delivered in 3 stages.
• Stage 1 – Princes Freeway Interchanges Upgrade – Works have been completed
• Stage 2 – McGregor Road Upgrade – Majority of works have been completed with finishing works on the Princes Freeway inbound ramp.
• Stage 3 – Racecourse Road Upgrade – Works are due to commence in early 2025.
The Pakenham Roads Upgrade, combined with the level crossing removal projects, will deliver vital transport infrastructure improvements with wide-reaching liveability and safety benefits for Cardinia Shire residents, as well as for those travelling into the region for employment opportunities.

Funding
The $415.7 million Pakenham Roads Upgrade is fully funded by the Australian Government and is being delivered by Major Road Projects Victoria.
Simultaneously, the Victorian Government has upgraded Healesville-Koo Wee Rup Road, as part of the Big Build Roads Suburban Roads Upgrade package to ensure the seamless transformation of key major routes across the Pakenham area.
Progress update
Council welcomes the Australian Government’s decision to continue to fund stages 2 and 3 of the Pakenham Roads Upgrade project.
- Stage 1 of the Pakenham Roads upgrade is complete
- Stage 2 of the Pakenham Roads upgrade is nearing completion
- Stage 3 of the Pakenham Roads upgrade will commence in early 2025

Project Highlights
- Stage 1 - Construction is now complete on the Princes Freeway interchange
- Stage 2 - Construction is complete on McGregor Road with works continuing on the Princes Freeway inbound entry ramp until March 2025
