The Strategic Sealed Roads Project will create strategic links, to existing sealed roads, in locations where they are needed most and will deliver the most benefit. This will reduce environmental impacts associated with unsealed roads including run-off and dust, while improving comfort and service levels for road-users.
Council will seal 6 kilometres of Mt Lyall Road from Westernport Road to the municipal boundary.
Project description
Works will include:
- Road pavement construction
- Kerb and channel construction (as needed)
- Drainage works
- Signage, guardrails and line markings
Funding
Cardinia Shire Council has invested $25 million into the Strategic Sealed Roads Project.
The Mt Lyall Road upgrade is funded jointly by Council and the Australian Government’s Local Roads and Community Infrastructure fund.
Progress update
Additional road widening works to be completed by end of April 2025, weather permitting
Final seal completed.
Lane marking scheduled to start by April 2025 and to be finished by May 2025.

Disruptions
- Traffic management will be in place and delays are expected in the area.
- Temporary road closures may be required for a short period during asphalting works. Additional communications will be provided closer to these works and traffic management will be place to detour drivers.

The contractor initially appointed to deliver this project has withdrawn, and the project was re-tendered in May 2024.
The contract will be awarded at the July 2024 Council meeting, with works to start after Winter 2024.
