Mt Lyall Road | Heath Hill
The Strategic Sealed Roads Project will create strategic links, to existing sealed roads, in locations where they are needed most and will deliver the most benefit. This will reduce environmental impacts associated with unsealed roads including run-off and dust, while improving comfort and service levels for road-users.
Council will seal 6 kilometres of Mt Lyall Road from Westernport Road to the municipal boundary.

Listening to community feedback
Following community feedback during construction, Council adapted existing plans to address concerns over the road width. Upon review of existing road pavement (near the CFA station), Council determined that the road needed to be widened to allow safe traffic movements for large vehicles.
Additional road and shoulder widening works were incorporated into the project scope to increase the width from around 5m to over 7m where possible.
Sustainable surveys delivering better outcomes
By utilising spatial technologies and capturing mobile laser scanning (MLS) data and 3D ground penetrating radar (GPR) for underground assets, Council has been able to achieve substantial savings and provide a more sustainable design.
Initial surveys of Mt Lyall Rd determined that over 100 trees would need to be removed as part of the upgrade works.
Unable to justify the significant loss, Council reworked the design to reduce the tree loss to 55 and using further surveys to adjust the design meant that less than 15 trees were lost in total.
As a result of the surveys on Mt Lyall Rd, Council adapted the design and construction methodology ahead of time, saving ratepayers over $850k in construction costs including native vegetation offsets.
Funding
Cardinia Shire Council has invested $25 million into the Strategic Sealed Roads Project.
The Mt Lyall Road upgrade is funded jointly by Council and the Australian Government’s Local Roads and Community Infrastructure fund.
Progress update
All construction is now complete on this upgrade.
